Job Description

The role will act as a key interface between Engineering, HR, Finance, Legal, Procurement, and external partners to support global project delivery while mitigating operational and compliance risks.

Responsibilities

Key Responsibilities

Operations ManagementLead and manage GPE operational processes to support efficient global project execution.Develop, standardize, and continuously improve operational workflows, policies, and procedures.Establish operational KPIs, dashboards, and performance metrics to monitor organizational effectiveness.Drive operational efficiency, productivity improvement, and cost optimization initiatives.Support workforce planning, resource allocation, and capacity management across global project teams.Ensure alignment of operational practices with organizational goals and strategic priorities.Conduct regular operational reviews and identify improvement opportunities. Governance & ComplianceEstablish and maintain governance frameworks that support GPE operational excellence.Ensure compliance with corporate policies, legal requirements, industry standards, and regulatory obligations.Lead compliance reviews, internal audits, and risk assessments related to project execution and workforce deployment.Develop governance mechanisms for monitoring project execution, resource deployment, and contractor engagements.Drive policy awareness and compliance culture across the organization.Collaborate with Legal, HR, Finance, and Internal Audit teams to address compliance gaps.Monitor and report governance and compliance metrics to senior leadership. Vendor ManagementManage relationships with engineering service providers, staffing partners, and external consultants.Develop vendor governance frameworks, performance scorecards, and service-level agreements (SLAs).Monitor vendor performance against contractual commitments, quality standards, and business expectations.Partner with Procurement and Legal teams in vendor selection, contracting, and renewal processes.Drive cost optimization and value realization from vendor partnerships.Manage escalation processes and resolution of vendor-related issues.Conduct periodic vendor performance reviews and business assessments. Global Secondment ManagementLead end-to-end management of international secondment and employee mobility programs.Coordinate with HR, Immigration, Payroll, Legal, and Tax teams to ensure compliant employee assignments.Establish governance processes for global employee deployments.Ensure adherence to host-country and home-country employment regulations.Monitor assignment costs, duration, compliance requirements, and business justification.Develop reporting and tracking mechanisms for all international mobility activities.Support project leaders and employees throughout the secondment lifecycle. Taxation & Mobility ComplianceWork closely with Corporate Tax, Mobility, Finance, Payroll, and external advisors to manage tax implications of employee mobility.Ensure compliance with domestic and international tax regulations impacting seconded employees.Monitor permanent establishment risks and cross-border employment compliance requirements.Support tax equalization, shadow payroll, and other mobility-related tax processes.Maintain accurate records and reporting related to employee assignments and taxation obligations.Identify and mitigate tax and compliance risks associated with global project execution activities.Support audits and regulatory inquiries related to workforce mobility and taxation. Risk Management & ControlsIdentify operational, compliance, vendor, and mobility-related risks.Develop mitigation plans and appropriate control mechanisms.Ensure effective documentation and audit readiness.Establish escalation frameworks for compliance and operational issues.Conduct periodic risk reviews and recommend corrective actions. Stakeholder ManagementPartner with Engineering leaders, Project Managers, HR, Finance, Legal, Procurement, Tax, and external service providers.Serve as the operational focal point for key governance, compliance, and workforce mobility matters.Provide regular updates and executive summaries to leadership teams.Influence cross-functional teams to drive operational excellence and compliance adherence.

Qualifications

Qualifications & Education

Bachelor’s degree in engineering, Business Administration, Finance, Human Resources, or related discipline.Master's degree (MBA or equivalent) preferred.

Experience

12+ years of experience in Operations, Program Management, Governance, Compliance, Global Mobility, Vendor Management, or related functions.Experience supporting global engineering, project execution, or professional services organizations.Strong understanding of workforce mobility, international assignment management, and taxation considerations.Experience working in multinational environments with distributed teams.Proven experience establishing governance frameworks and operational controls.
