In This Role, Your Responsibilities Will Be:

Contract Workforce & Onboarding

End to End Manage the entire contract workforce ( 200+ Employees ) , 20+ Contract Companies. Manage the Field Service Employees Compliance, Audits, MIS & HR Operations as per the concerned customer State Policy Analyze the resource needs of the business and work with the contract companies and ensure candidates are onboarded on time Provide required Ethics, Disciplinary training for all the contract employees and ensure Emerson Values are practiced in their respective locations/ functions Maintain necessary database as per the State Statutory Needs and ensure 100% Compliance . Involve in identify new vendor selection, agreement , licensing etc Manage end-to-end enrollment and registration of apprentices on the NAPS/NATS portal (establishment registration, contract generation, apprentice onboarding). Ensure compliance with prescribed apprentice ratio, stipend norms, and contract period as per the Apprentices Act and State Apprenticeship Rules. Plan and coordinate induction, on-the-job training (OJT), safety, and skill-based training programs for field service, contract staff, and apprentices as per the prescribed apprenticeship training curriculum Track training/OJT completion, certifications, and refresher training; ensure training hours meet NAPS/NATS scheme norms.

Licenses & Statutory Compliance

Ensure timely renewal of statutory licenses (e.g., Contract Labour License under CLRA, Shops & Establishment, and other applicable labor licenses). Maintain compliance calendar for PF, ESI, Professional Tax, Labour Welfare Fund, Minimum Wages, Bonus, Gratuity, and other statutory filings applicable to contract labor. Liaise with statutory consultants, labor department officials, and auditors for inspections, audits, and compliance filings. Ensure vendor-side statutory compliance (PF/ESI challans, wage registers, muster rolls) is verified monthly. Identify Contract Companies who are non-compliance with the state policy and take necessary actions whenever required. Maintain documentation for labor law audits and be inspection-ready at all times.

HR Operations

Maintain and update employee records, attendance, and payroll inputs for contract/field staff in coordination with vendors. Process monthly billing verification/reconciliation with vendor invoices against actual manpower deployed. Handle grievance redressal, disciplinary matters, and day-to-day HR queries of contract employees. Ensure HRMS/data accuracy for the contract workforce.

Exit Management

Manage the full and final settlement process for exiting contract employees in coordination with vendors and finance. Conduct exit formalities, no-dues clearance, and exit documentation. Analyze attrition trends among contract/field staff and share insights with management.

Vendor & Agreement management:

Manage renewal, renegotiation, and documentation of manpower/vendor service agreements. Coordinate with legal/procurement teams for contract drafting, amendments, and commercial terms. Track agreement and license expiry timelines (contract labor license, NAPS/NATS establishment registration) and ensure renewals are initiated in advance Reporting & Stakeholder Management Prepare periodic MIS/dashboards on headcount, attrition, compliance status, and vendor performance for leadership review. Act as the single point of contact between business units, vendors, and statutory authorities for all contract workforce matters

For This Role, You Will Need:

Strong working knowledge of labor laws applicable to contract labor (CLRA, PF, ESI, Minimum Wages Act) and the Apprentices Act, 1961 Hands-on experience with NAPS/NATS portal operations — registration, enrollment, contract management, stipend claims Prior experience managing large contract/blue-collar/field workforce and apprentice programs Vendor management and negotiation skills Proficiency in HRMS, MS Excel (VLOOKUP, Pivot Tables), and MIS reporting Strong coordination with BOAT/BOPT, ITIs, and skill development bodies High attention to detail, documentation, and process discipline

Preferred Qualifications That Set You Apart:

Bachelor’s/ master’s degree in human resources, Business Administration, or related field. 4+ years of experience in HR support, recruitment coordination, or payroll administration. Strong knowledge of HR systems, ATS, and payroll software. Prior exposure to NAPS/NATS portal management strongly preferred Excellent organizational skills with attention to detail. Strong communication and interpersonal skills. Ability to handle sensitive information with confidentiality.
