Job Description Summary
As a Staff Technical Program Manager – Infrastructure Leasing & Capitalization, you will execute within the established strategy and operating model for Asset Lease Management, overseeing the lease lifecycle from contract and negotiation through renewal, buyout, and asset retirement. This role partners closely with Treasury, Finance, Sourcing, Legal, vendors, and technology stakeholders to structure and manage lease agreements that optimize financial, operational, and business outcomes while ensuring compliance with accounting and governance requirements.
You will support the financial and operational management of the infrastructure lease portfolio, including forecasting, budgeting, payment administration, asset capitalization (as needed), and lease performance reporting. As the Staff Technical Program Manager of lease and asset data integrity, you will ensure accurate contract, financial, and asset records within enterprise systems of record. This role provides expertise in finance and operating lease evaluations, supports vendor negotiations and buyout strategies, and delivers insights that maximize asset value, control costs, and support long-term technology investment decisions across GE HealthCare.

Roles and Responsibilities
Executes projects within the established Asset and Lease Management strategy and operating model, managing the roadmap, and governance framework to support long-term technology lifecycle and financial management objectives.Accountable to deliver the long-term Asset and Lease framework, including new leases, lease buyout, optimization opportunities, TSA strategy, and billing and data integrityPartner with Treasury, Finance, Sourcing, Legal, vendors, and technology teams to support the negotiation of lease agreements, financial terms, and buyout strategies that align with business and accounting requirements.Collaborate with business partners and technology leadership to support the execution infrastructure needs including tracking the progress, key milestones, asset health, and interdependencies.Support the vendor strategy and contract agreements in partnership with sourcing and VMO teams to complete project activitiesTrack the budget, including forecasting, actuals updates, and variance reviews on a monthly basisParticipates in Operating Mechanisms with partners to receive consolidated updates and discuss risks and strategies to ensure outcomes are deliveredPrepare stakeholder communication and progress reporting at various levels of the organization including leadership and executivesEnsure quality of deliverables is verified and matching stakeholder expectationsTrack outcomes realization and customer satisfaction levels through established metrics against service level. Ensure lessons learned are collectedPerform financial reviews and approval processes for new leases, amendments, buyouts, capitalization events, and asset transitions.Maintain the enterprise system of record for leased assets, ensuring accuracy of contract details, asset records, serializations, financial attributes, ownership information, and lifecycle events.Ensure data integrity, audit readiness, compliance, and accurate financial reporting across all leased assets and agreements.
Qualifications
Bachelor's Degree in Information Systems, Information Technology (IT), Computer Science, or Engineering or 4 years of IT technical experienceMinimum 8 years of IT professional experienceMinimum 5 years of professional experience in Asset and Lease Management including project and financial management leading cross functional initiatives and/or large global projects
Desired Characteristics
Proven expertise in enterprise Asset and Lease Management, including lease structuring, contract administration, buyouts, asset lifecycle management, and financial governance specific to Infrastructure Hosting and Network portfolio.Strong understanding of finance lease and operating lease models, capitalization policies, depreciation methodologies, and accounting implications.Experience partnering with Treasury, Finance, Sourcing, Legal, and vendors to support complex lease agreements and financial commitments.Demonstrated success managing large infrastructure asset portfolios, including hosting, network, data center, and end-user technology assets.Strong financial acumen with experience in budgeting, forecasting, variance analysis, payment management, and lease portfolio optimization.Expertise in maintaining accurate asset and lease records, ensuring data integrity across systems of record, financial platforms, and reporting tools.Knowledge of global financial, tax, regulatory, and compliance considerations related to leased technology assets.Strong analytical and problem-solving skills with the ability to assess financial impacts, identify optimization opportunities, and drive informed business decisions.Proven ability to influence stakeholders and lead cross-functional initiatives across Finance, Treasury, Sourcing, Vendor Management, and Technology organizations.Excellent communication and executive presentation skills, with the ability to translate complex financial and contractual concepts into actionable business insights.Experience supporting vendor negotiations, lease renewals, restructures, buyouts, and asset disposition strategies to optimize financial and operational outcomes.Experience working within global organizations and coordinating activities across multiple regions, business units, and stakeholders.Continuous improvement mindset with a track record of driving process standardization, automation, governance maturity, and operational excellence.
